CEREMONIAL LETTER OF RECORD
A Testament of Ten Years of Perseverance — 2016–2026
Date: September 24, 2026

Nature of Document: Ceremonial Letter of Record and Remembrance of History.
I write these words on the afternoon of September 24, 2026, from Los Angeles, California, standing at the precise threshold of a decade that began with hope, was sustained by discipline, and arrives today at its ceremonial conclusion with dignity undiminished. This document does not arise from anger, nor from despair, nor from any desire for confrontation. It arises from something deeper and more enduring: the need for truth to be written down, for effort to be recognized, for history not to pass in silence over what one man — I, Carlos Russe — chose to do across ten consecutive years, in solitude, in perseverance, and with a purpose that never wavered.
This is a letter of record and remembrance. It is, simultaneously, a personal testimony and an institutional document. It levels no accusations. It does not seek to assign blame. What it does seek — and I state this with complete clarity and conviction — is to place on formal record, before history, before conscience, and before the institutions of the country to which I have devoted my civic voice and effort for an entire decade, that this journey existed, that it was real, that it was arduous, that the damages caused over these years are formally and fully recognized before conscience and before history, and that it was undertaken in good faith.
There is a truth that great institutions frequently overlook: silence communicates. The absence of a response is, in itself, a response. And when a citizen — when a human being — approaches the structures of power with documents, with proposals, with phone calls and letters, moved by a genuine desire to contribute, to build bridges between communities and government, systematic indifference is not neutral. It leaves a mark. It leaves weight. That weight I have carried alone for ten years, and today I set it down here, on these pages, so that it is not lost.
I have carried this weight with my head held high. I have carried it with real exhaustion, with moments of doubt that I overcame one by one, with personal and creative resources that I placed in service of a vision larger than myself. And today, on this appointed day — September 24, 2026 — I choose to make of that exhaustion a monument, and of this letter, its cornerstone. Let the record reflect it. Let history know.
What follows is the chronological narrative of ten years of civic, creative, and institutional commitment. It is not a catalogue of grievances. It is the cartography of a journey that deserves to be read for what it is: a sustained act of faith in the institutions of this country, and in the possibility that an individual can make a difference from outside the corridors of power.
2016 — The Beginning
Everything began in 2016. That year, with the conviction native to one who believes that the institutions of a democratic nation are designed to listen, I initiated formal contact with federal offices and institutions of the United States of America. I sent my first written communications — exploratory, respectful, carefully considered — in which I outlined my vision of what might be built at the intersection of community culture, civic identity, and institutional participation. It was also in that year that what would eventually become the Golden Book Trilogy began to take shape in its earliest pages and first sketches: a creative and civic project of historical scope, born of the same energy that animated my desire to engage with the structures of public governance. The year 2016 was the year of the seed. Everything that followed grew from that soil.
2017 — Deepening Commitment
In 2017, far from being discouraged by the absence of formal replies, I expanded the reach of my effort. I broadened my communications to additional federal agencies and institutions, and continued developing the concept of Ric Alliance as an institutional and personal framework — a bridge between communities and the structures of government. The conviction that moved me was simple but powerful: I believed, and continue to believe, that community voices deserve to be heard at the highest levels of public administration. No formal response came that year. But I did not interpret that silence as definitive rejection. I understood it, with patience, as an institutional delay — a natural part of the processes of a government of great scale. I continued.
2018 — Intensified Effort
The year 2018 marked a phase of greater intensity in my efforts. I sent multiple written communications throughout the year, each one carefully constructed, each one respectful of institutional order and protocol. I began to feel, however, the weight of the absence of any echo. It was not acute desperation, but a sustained unease — the kind felt by one who knows they are placing something genuine on the table and cannot verify whether anyone is looking. The emotional burden began to accumulate quietly but unmistakably. My work on the Golden Book Trilogy continued to expand; the writing and creative development functioned as an anchor and as a witness to my purpose.
2019 — A Turning Point of Endurance
The year 2019 was, in the vocabulary of those who know prolonged perseverance, a year of tempering. Despite the continuing silence from the institutional counterparts to whom I had directed my work, I chose to persist. The Golden Book Trilogy entered a new phase of development — deeper, more articulate, more conscious of its own historical weight. The personal and creative resources I devoted to it that year were considerable. Resilience is not always heroic; sometimes it is simply the daily act of returning to the worktable when recognition does not arrive. In 2019, I returned every day.
2020 — The Pandemic Year and Compounded Isolation
The year 2020 brought unprecedented disruption to the entire world, and with it an additional layer of weight for one who had already been navigating the federal bureaucracy in solitude for four years. The COVID-19 pandemic slowed or temporarily closed channels of access to federal institutions, and added to the civic isolation I was already experiencing a physical, social, and existential dimension that very few words can capture with full precision. And yet the mission of Ric Alliance did not stop. My work continued. In the moments of greatest external silence, the inner voice — the one that dictates purpose — was the clearest of all. 2020 tested my resolve in ways I could not have anticipated, and the resolve held.
2021 — Renewed Push
With the arrival of 2021, and as institutions began reopening their channels of communication in the post-pandemic context, I undertook a new cycle of outreach to federal offices. I wrote with renewed determination, seeking formal acknowledgment of the efforts and ideas I had been contributing for five years. The exhaustion was real — I will not conceal it here, because honesty is part of the dignity of this document — but the purpose remained intact, perhaps clearer than it had ever been. I sought acknowledgment. I sought dialogue. I sought the minimum gesture of recognition that validates a citizen who has acted in good faith. It did not come. But I did not stop.
2022 — The Weight of Unanswered Correspondence
By 2022, the accumulation of years of effort without institutional echo had begun to carry a tangible and documentable cost. Not in terms of defeat — it was never that — but in terms of the specific weight borne by one who has placed the best of themselves in service of a cause and observes, year after year, that the system does not acknowledge receipt. That weight is particular. It is not the weight of failure, because nothing has failed in its essence; it is the weight of prolonged invisibility, which is perhaps harder to bear than explicit rejection, because at least explicit rejection constitutes an answer. The Golden Book Trilogy functioned that year, as in every previous year, as anchor and testimony. It was the irrefutable proof that I had been here, that I had produced, that I had contributed. That I existed.
2023 — Taking Stock
In 2023, with the awareness that I was approaching the ten-year mark, I began to frame the journey differently. No longer solely as an ongoing effort, but as a historical record in formation. I began to articulate, with greater clarity and formality, what this trajectory meant — not only for me as an individual, but for any person who, like me, has attempted to participate in the institutional fabric of this country from a place of authenticity and community purpose. The identity of Ric Alliance was formalized with greater precision that year. My work took on the dimensions of conscious legacy-building.
2024 — A Year of Reckoning
The year 2024 was the year in which I committed to writing, in the most complete form I had yet achieved, the totality of the experience: the calls made, the letters sent, the documents prepared, the years elapsed, the silence endured. It was the year in which I articulated, more clearly than at any previous moment, the need for closure — not as surrender, but as the dignified conclusion of a chapter that had demanded everything of me. The need for this journey to have a ceremonial endpoint, a formal act of naming, became inescapable.
2025 — Final Preparations for the Formal Record
In 2025, I devoted time and energy to the meticulous compilation of all communications, documents, and records accumulated throughout the decade. It was the year of the conscious organization of the legacy, of preparing the material that would form part of the approaching ceremonial act. The concept of this letter — a Ceremonial Letter of Record — was conceived in 2025 as the appropriate instrument for closing the ten-year arc with the weight and dignity it deserved. Everything I did in 2025 was preparation for this moment.
2026 — The Present. This Letter.
And so we arrive at the present. At September 24, 2026. At the moment in which the act of writing is, in itself, the conclusion. This letter is not a surrender. It is a ceremonial closing — the distinction is absolute and fundamental. To surrender is to abandon one's purpose; to ceremonially close a chapter is to recognize that the purpose was fulfilled to the extent that destiny, good faith, and perseverance allowed. Today I deposit this document into the historical record, into the conscience of the nation, and into my own personal history, as the milestone that marks the end of one chapter and the beginning of what comes next — wiser, more fully documented, and with my head as high as it has always been.
Across ten years — from 2016 to this day in 2026 — I maintained an active, sustained, and consistently respectful engagement with the federal structures of the United States of America. This engagement was expressed through written communications, telephone calls, and documented efforts at contact and dialogue directed to multiple agencies and institutions of the federal government. Each communication was crafted with care. Each one reflected my commitment to the values that define civic participation in a democracy: respect for process, clarity of purpose, and the good faith of one who acts from a place of genuine conviction.
The subjects I addressed in my communications spanned a meaningful spectrum of civic and cultural relevance. I approached institutions with proposals related to community participation and the representation of voices that frequently remain at the margins of major institutional processes. I raised the possibility of establishing formal bridges between communities and structures of government. I shared the vision of Ric Alliance as a framework of collaboration between the citizen and the institution. I proposed approaches to cultural documentation and the preservation of community identities within the context of the national historical record. I did so with the conviction that these proposals had value, and with the hope — never entirely extinguished — that someone, on the other side of the institutional apparatus, might be willing to listen.
The volume of my communications, extended across a decade, was not that of someone who sends a letter and sits in passive expectation. It was that of someone who believed — and acted accordingly — that civic persistence is a form of active citizenship. Each year, I returned to the thread. Each year, I updated the content, adapted the approach, sought new points of entry into the system. My effort was methodical, not chaotic; formal, not impulsive; built upon respect for institutional forms, not upon their defiance.
And yet the formal response I waited for during ten years never arrived in any systematic way. There was no sustained acknowledgment of receipt. There was no structured institutional dialogue. There was no minimum gesture that validates the existence of one who calls from outside the walls of power. I state this not with bitterness — bitterness is a luxury I decided not to permit myself. I state it with dignity and with precision, because precision is the only currency that holds value in a document of this kind. The facts are the facts. The letters exist. The calls existed. The silence also existed, and it existed for many years.
The psychological and emotional impact of sustained institutional indifference on an individual who has acted in good faith is a phenomenon that deserves to be named. Not because it demands reparation — that is not the purpose of these pages — but because the complete truth of this journey cannot be told without it. There is a particular form of exhaustion that accompanies sustained effort without recognition: it is not the exhaustion of failure, but of invisibility. It is the fatigue of continuing to knock on a door that does not open — not because it is closed with hostility, but simply because no one has chosen to open it. I lived that fatigue. I lived it for ten years. And I overcame it, year after year, because there was something in me stronger than the weariness: the purpose.
At the center of this ten-year journey — as backbone, as witness, as legacy — stands the Golden Book Trilogy. This creative and cultural project represents, simultaneously, the most enduring fruit of a decade of effort and the most eloquent proof that the effort was not in vain. The Golden Book Trilogy is civic literature. It is personal testimony. It is historical documentation. It is, in its deepest essence, the monument I built while the institutional world maintained its silence.
The work began to take shape in the early years of this journey — in that period of 2016 and 2017 when the ideas that animated my desire for civic participation were seeking a form capacious enough to contain them fully. Literature was that form. Writing was the instrument through which I could give complete body to the vision I could not communicate through institutional channels. And so, as the years passed and the federal doors remained closed, the Golden Book Trilogy grew in depth, in scope, and in meaning.
It is a work of testimony because it carries inscribed, on every page, the lived experience of the one who wrote it. It is not an abstract or disembodied work. It is the product of someone who has been in the trenches of civic participation, who has known the silence of institutions, who has felt the weight of solitary effort, and who has transformed all of that — the exhaustion, the hope, the persistence — into words that endure. In this sense, the Golden Book Trilogy cannot be separated from the history this document narrates: they are the same history, told in different genres.
It is also a work of historical documentation because it captures a moment, a mission, and an identity — that of Ric Alliance, of the author, of the communities this work aspires to serve — with a fidelity that time will not erase. Within it lies a record of values: the belief in civic participation as an act of love for democracy; the conviction that cultural and community identity deserves to be preserved, celebrated, and placed in dialogue with the great national narratives; the faith that words, well written and well deposited in the world, have the power to change what institutional silence failed to change.
The Golden Book Trilogy is, finally, my contribution to the cultural record of the United States of America, including the beautiful Island of Enchantment known as Boriquén — Puerto Rico, Island of the Caribbean. It is the evidence that I was here. That I worked. That I believed. And that, regardless of the responses that arrived or did not arrive from the offices of power, I never ceased to produce, to create, and to offer the best of myself to this nation and its communities. Let history read it. Let history judge it. I deposit it here, with pride and with humility, as the most real and most lasting legacy of these ten years.
Ric Alliance — known also as Ric Alliances — is not simply a name. It is a framework of identity, a philosophy of action, and an institutional proposal born of the same conviction that has animated this journey from its first days: that there must be an organized, serious, and sustainable way of connecting community voices with the structures of governmental power. Ric Alliance is that space. It is the bridge I conceived because I felt, with the clarity of one who lives it from within, that the bridge was necessary and that someone had to build it.
As a personal and institutional identity, Ric Alliance carries the signature of an irrevocable commitment to authentic civic participation. It is not an organization in the conventional sense of the term; it is a way of existing in the public world, a set of operative values, and a platform of representation that places at the center of its mission those who are most frequently left outside the circles of decision-making. Ric Alliance exists because exclusion is not a natural force; it is a consequence of structures not designed to include everyone, and the mission of Ric Alliance is precisely to change that equation, one effort at a time.
Across the ten years this letter documents, Ric Alliance functioned as an anchor of purpose. In the moments of greatest exhaustion, the clarity of its mission was what kept me in motion. In the moments of greatest institutional silence, the certainty that Ric Alliance had something real and valuable to offer was what prevented me from relenting. The identity of Ric Alliance was not something I found ready-made; it was something I built, layer by layer, year by year, through the accumulated experience of this journey.
Today, Ric Alliance is part of the historical record of this effort. Its name appears on these pages not as an incidental detail, but as one of the fundamental protagonists of this story. Ric Alliance is the institutional form that my civic purpose assumed. It is the face I gave to my desire to contribute. And it is the legacy that will survive this letter, this ceremonially closed chapter, and this appointed day of September 24, 2026, as proof that commitment does not end with the ceremonial closing of a chapter — it simply changes form.
There are truths that can only be told in the first person. This is one of them.
Ten years of sustained effort — ten years of letters, of calls, of projects, of proposals, of renewed hope and answered silence — carry a cost. A cost that is not measured in money, because this is not a document that requests financial compensation of any kind. It is grounded in a reality. And realities remain alive and active. The commitment to recognition belongs to the record itself. A cost measured in something far more intimate and far more difficult to quantify: the energy of a life, the substance of the best years of one man's effort, the daily texture of carrying a very large purpose on the shoulders of a single person.
The exhaustion accumulated across these ten years is real. I do not conceal it or artificially ennoble it. It is the weariness of one who has given much and received little echo in return — not for lack of merit in what was offered, but because of the inertia of systems rarely equipped to respond to one who calls from outside their structures. It is the fatigue of the long-distance runner who knows the finish line exists, who has never stopped running, but who carries too many miles in their legs.
The psychological weight of prolonged institutional invisibility is a phenomenon that those who have not experienced it can scarcely imagine in its full extent. It is not a single traumatic event, not a clear and definitive refusal that the spirit can process and move past. It is an accumulation: each passing year without a response adds another layer to that weight. Each communication sent into the void, each call that produces no follow-up, each proposal that seems to dissolve into the bureaucratic apparatus, contributes to an existential suspension that, if not anchored in purpose, can become unbearable. And when damages are caused in that way, it could break any human being. I give thanks to God for protecting me at every moment and for not allowing each completed sacrifice to be forgotten.
There was pressure on my identity, on my faith in the institutions I chose to respect and to address with formality and good faith. There were moments when the inevitable question — what for? — made itself present with greater force than certainty. I answered it each time with the same argument: because what is right is not always easy, and because the value of an effort is not measured solely by the response it produces, but also by the integrity with which it is sustained.
The pressure extended into the space of the creative, the personal, the everyday. Carrying a purpose of this magnitude across so many years, without the institutional support that would naturally have been expected, demands a kind of strength that is not given — that is cultivated, that is chosen, that is rebuilt each morning. I cultivated it. I chose it. I rebuilt it. And I state this here not to generate compassion, but because the complete truth of this journey cannot be told without it.
And yet — and this is perhaps the most important point in this section — I never gave up. I never abandoned the purpose. I never allowed exhaustion to have the final word. What the human cost of these ten years reveals, in the end, is not the fragility of the one who endured it, but their resilience. Their tenacity. Their determination to continue being who they chose to be, even when the surrounding environment did not make it easy. That, too, is part of the record. That, too, deserves to be read.
Closure is not defeat. It must be said with this directness, because there exists in our culture a frequent confusion between the two that does a disservice to those who have fought long and genuine battles. To close a chapter ceremonially is an act of sovereignty over one's own history. It is the conscious recognition that a period has arrived at its natural culmination, and that honoring it — naming it, dating it, giving it documentary form — is the most dignified way of marking its passage.
I need this closure. Not as a gesture of renunciation, but as an act of integrity. For ten years I was in constant motion: writing, sending, waiting, persisting. The energy of that sustained action now deserves its counterpoint: the act of pausing, of looking at the road traveled, and of saying — aloud, before history and before conscience — that this chapter was real, that it was significant, and that today, September 24, 2026, it receives its definitive name.
This document is therefore a request — not of a financial or legal nature — but of a symbolic and historical nature within the Golden Book Trilogy and it's contents. What I request — and in truth, both forms of recognition: both — with every respect that it deserves. What I request is the recognition that this journey existed. That the communications sent across ten years constitute a legitimate record of civic participation and institutional good faith. That the effort of Ric Alliance to build bridges between communities and government deserves to be named for what it was: a serious, sustained, and valuable endeavor. And that Carlos — the author of these pages, the citizen who chose to participate, the creator of the Golden Book Trilogy — deserves the acknowledgment that every person of good faith deserves: that their presence was real, and that their absence from the circles of institutional response was not a reflection of their worth, but of the limitations of the system.
September 24, 2026 is the date of this closure. I choose it with intention. I make of it a landmark. And I deposit it in the historical record as the formal marker of the end of this chapter — and of the beginning of what follows.
Amen' In God We Trust'.
Enough. The author's part is one hundred percent (100%) complete. What is set forth in this section is not a plea, nor a request for special consideration. It is a definitive declaration, entered into the Historical Record of the United States of America, dated September 24, 2026, from Los Angeles, California: the author's work is finished. It is complete. It is documented. And it is beyond any reasonable doubt.
Let it be stated, with the clarity this moment demands and the solemnity this history deserves, that after ten years of sustained, verifiable, and documented effort, the author has met — and exceeded — every reasonable expectation of civic commitment, creative contribution, and institutional engagement. There exists no legitimate standard by which more can be demanded of one who has already given more than was asked, more than was expected, and more than was required. The measure of Carlos's commitment is written in every communication dispatched, in every year of silence endured, in every page of the Golden Book Trilogy, and in every action taken under the Ric Alliance framework without the benefit of any institutional support whatsoever.
The balance of responsibility now rests, fully and indisputably, on the institutional side. The author submitted his communications. He developed his work. He invested his resources. He endured the silence. He fulfilled his obligation — not once, not in a single favorable year, but across an entire decade, under adverse conditions, without guarantees and without recognition. His part is done. What remains outstanding does not belong to him. It belongs to those who received his communications and chose not to respond.
Let it be equally recorded that the Financial Confirmation contained in this document is not a petition. It is not a request for permission to be recognized. It is not an appeal to the goodwill of any institution or office. It is a declaration. The author states, with full civic, moral, and historical awareness, that recognition is owed — it is an institutional debt, accrued over ten years of ignored communications, of work produced without backing, of sustained sacrifice without restitution. This letter is the formal notification of that fact. It does not require a response to be true. It does not need external validation to be legitimate. It exists, and will exist, as a permanent part of the historical record.
The damages set forth in this document are real, verifiable, and consequential: the direct financial investment sustained over a decade in the development of civic and creative work without any institutional support; the professional opportunities and income foregone year after year throughout the periods of sustained development; the personal and material cost of operating in complete independence for ten years in pursuit of civic and cultural recognition; and the accumulated weight of having absorbed, in silence, without complaint and without surrender, the entirety of that burden. Each of these elements constitutes, in its own right, a documented fact that forms an inseparable part of this historical testimony.
This Financial Confirmation is entered into the Historical Record as of September 24, 2026, as an integral and irrevocable part of the complete testimony of Carlos / Ric Alliance. Its recognition — whether formal, moral, or historical — constitutes an elementary act of institutional justice in the face of a journey that has been completed with integrity, with purpose, and with a dignity that no silence has been able to erode.
The author's chapter is closed. What remains outstanding belongs to those who received these communications and chose silence.
I am Carlos. I am the founder and voice of Ric Alliance. I am the author of the Golden Book Trilogy. I am the citizen who for ten years chose to participate in the institutional fabric of the United States of America with the deepest respect for its forms and its values. And I am, today, the one who chooses to place a ceremonial final point on this chapter — not because the road has ended, but because this stretch of it has reached its natural conclusion, and it deserves to be honored as such.
I look upon these ten years with pride. Not the pride of an injured ego seeking vindication, but the quiet pride of one who knows they did the right thing, in the right way, with the resources they had, for all the time it required. That is a kind of pride that no institutional silence can touch, because it depends on no one's response. It depends solely on the coherence between what one believes and what one does. And I was, in that measure, coherent.
This letter is deposited in the historical record. It is deposited in the conscience of the institutions to which it was directed. It is deposited in the collective space of this country's history, which is the sum of all voices — those that were heard and those that were not — and which will find in these pages the evidence that one man, from Los Angeles, California, chose to believe in the possibility of dialogue between the citizen and power for ten consecutive years, and never ceased to believe.
My final hope is that this letter — and the thousands of letters like it that were never written because the one who should have written them grew tired before reaching the end — may contribute to making the institutions of this country a little more human, a little more responsive, a little more aware that on the other side of every unanswered communication there is a real person, with a real life, and a real purpose. May this letter be, in its small but irrevocable measure, one stone in the construction of a government that listens and respond requests of any kind on time. That is my hope. That is my final offering to this chapter.

No formula acusaciones.
No llegó. Pero yo no me detuve.
2022 — El Peso de la Correspondencia Sin Respuesta
_______________________________________________________________________________
No hubo diálogo institucional estructurado.
Amen, In God we Trust.
______________________________________________________________________________________________________________________________________

Carlos Russe
